PATNA: A three-member Bihar police team led by DGP Abhayanand will attend the DGs' conference to be held in Delhi from September 15.
ADG (special branch) A S Nimbran and ADG (law and order) P N Rai will accompany the DGP to the three-day conference which would be addressed by Prime Minister Manmohan Singh. The conference is expected to discuss the rise in Maoist and terrorist activities in the country.

गया शहर का नूतन नगर मुहल्ला। दिन बुधवार। समय प्रात: 8:15। अचानक मुहल्ले में डीजीपी अभ्यानंद का आगमन होता है। श्री अभ्यानंद सीधे मगध सुपर-30 के क्लास रूम पहुंचते हैं। जहां पूर्व से टारगेट व फाउंडेशन बैच के 38 छात्र-छात्राएं मौजूद हैं। श्री अभ्यानंद का आशीर्वाद बच्चों ने चरण स्पर्श कर ली।
क्लास शुरू होती है। श्री अभ्यानंद बच्चों से 'इंटर एक्शन' करते हैं। सवाल-जवाब का क्रम दस मिनट तक चलता है। श्री अभ्यानंद ने भौतिकी विषय से संबंधित प्रश्न ब्लैकबोर्ड पर लिखा। बच्चों से कहा गया कि वे सवाल का हल ढूंढे। एक-एक कर बच्चों ने अपनी-अपनी कापी आगे की। 'गुरुजी' ने दो कापी की जांच कर कहा- शाबास। इस बीच मीडियाकर्मियों की भीड़ सूचना मिलते ही मगध सुपर-30 पहुंची।
मीडियाकर्मियों ने श्री अभ्यानंद से पूछा कि डीजीपी जैसे महत्वपूर्ण पद पर होने के बावजूद वे कैसे बच्चों के लिए समय निकाल लेते हैं? श्री अभ्यानंद का जवाब था जहां चाह वहां राह। मीडियाकर्मियों ने बच्चों से सवाल किया कि डीजीपी साहेब को अपने बीच पाकर वे कैसा अनुभव कर रहे हैं? बच्चों ने कहा कि 'अभ्यानंद सर हमलोगों के लिए सिर्फ और सिर्फ गुरुजी हैं। हमारे लिए वे कोई अधिकारी नहीं।'
और एसपी की हो गयी क्लास
गया: डीजीपी श्री अभ्यानंद ने बुधवार की सुबह शिवहर के एसपी से मोबाइल पर संपर्क करना चाहा। संपर्क नहीं हुआ। साथ में मौजूद डीआईजी मानवाधिकार रवीन्द्रन शंकरण ने डीजी कंट्रोल के द्वारा मैसेज एसपी को दिया। एसपी शिवहर लाइन पर आ गये। श्री अभ्यानंद उस वक्त बच्चों को पढ़ा रहे थे। क्लास रूम से बाहर निकले। डीजीपी ने कहा- टास्क दिये थे। पूरा नहीं हुआ। उसके बाद जवाब भी समय पर मुख्यालय नहीं पहुंचा। करीब पांच मिनट तक डीजीपी सधे हुए शब्दों में एसपी शिवहर का 'क्लास' लेते रहे। मीडियाकर्मियों ने जब डीजीपी से प्रश्न किया तो जवाब था कि मामला विभागीय है। उन्हें कोई टिप्पणी नहीं करनी है।

डीजीपी श्री अभ्यानंद ने 'जागरण' को बताया कि वे पदभार ग्रहण करने के बाद पहली बार मुख्यालय से सीधे भगवान बुद्ध की ज्ञान स्थली पहुंचे हैं। जहां से पूरे विश्व को शांति, अहिंसा, करुणा, प्रेम व भाईचारे का संदेश मिला है। उन्होंने कहा कि हिंसा से किसी समस्या का समाधान नहीं हो सकता है। अहिंसा की भूमि मगध व बिहार रही है। भगवान बुद्ध सभी को सद्बुद्धि दे। यही कामना की है।
डीजीपी श्री अभ्यानंद ने कहा कि उनका मानना है कि किसी मनुष्य से घृणा नहीं करनी चाहिए। मनुष्य के कुकृत्य से घृणा हो सकती है। महानिदेशक श्री अभ्यानंद ने सूबे के नागरिकों और पुलिस दोनों को धैर्य रखने की सलाह दी। उन्होंने कहा कि महानिदेशक के नाते वे अपनी पूरी बौद्धिक क्षमता व ज्ञान का उपयोग व प्रयोग करेंगे। परिणाम ऊपर वाले के हाथ में है। इस मौके पर डीआईजी मानवाधिकार रवीन्द्रन शंकरण, डीआईजी मगध नैयर हसनैन खां, एसएसपी विनय कुमार व सिटी एसपी सत्यवीर सिंह मौजूद थे।

राज्य के 48वें पुलिस महानिदेशक के रूप में अभ्यानंद बुधवार को अपने पैतृक जिला मुख्यालय गया में दिनभर गुजारा। मुख्य आयोजन धर्मसभा भवन में बिहार चैम्बर आफ कामर्स की जिला यूनिट द्वारा किया गया। जिसमें पुलिस महानिदेशक को एक गुरु के रूप में भी अभिनंदन किया गया। साथ ही साथ श्री अभ्यानंद ने भी इस अवसर पर मगध सुपर-30 के शिक्षकों को सम्मानित किया।
इस मौके पर आयोजित अभिनंदन समारोह को संबोधित करते हुए पुलिस महानिदेशक ने कहा कि एक दायित्व सौंपा गया है। इसे सहज रूप से निभाया जा सकता है। जिसमें आप सबों का सहयोग भी जरूरी है। किसी तरह की समस्या या कोई जानकारी अगर हो तो उसे शेयर करना चाहिए। उन्होंने कहा कि भौतिक और शारीरिक क्षमता के अनुरूप वे पूरी तरह से दायित्व का निर्वहन सही ढंग से करने के लिए कटिबद्ध हैं। उन्होंने कहा कि साढ़े तीन साल के अपने कार्यकाल में वे चाहते हैं कि भयमुक्त समाज बिहार में बना रहे।

स्पीडी ट्रायल के बाद ..अब स्पीडी अपील

भुवनेश्वर वात्स्यायन, पटना : सजायाफ्ता होने के बाद भी जमानत पर घूम रहे अपराधियों की अब खैर नहीं। स्पीडी ट्रायल के बाद अब स्पीडी अपील का नया फंदा उन्हें जेल में सजा काटने को बाध्य कर देगा। यह भी हो सकता है स्पीडी अपील से उन्हें सजा से मुक्ति भी मिल जाए, पर हर हाल में पुलिस स्पीडी अपील की राह पकड़ेगी। स्पीडी अपील को लागू किए जाने को ले सरकार के स्तर से अदालतों को लिखा गया है। स्पीडी ट्रायल पिछले कुछ वर्षो से पुलिस के पास अपराधियों को सजा दिलाने के एक कारगर शस्त्र के रूप में है। पुलिस स्तर पर 2006 से इसपर सुनियोजित तरीके से काम शुरू हुआ था। उस वर्ष 6839 अपराधियों को इसके माध्यम से सजा दिलायी गयी थी। 2007 में 9853, 2008 में 12007, 2009 में 13146, 2010 में 14311 और 2011 में अगस्त तक 8411 अपराधियों को स्पीडी ट्रायल से सजा दिलायी जा चुकी है। इस तरह 2004 से अब तक 64637 अपराधियों को सजा मिल चुकी है। इनमें 133 अपराधियों को फांसी, 10818 लोगों को आजीवन कारावास व शेष अपराधियों को अन्य अपराधियों को सजा हुई वे अपील में चले गये। अपील अटक गयी और अपराधी की जमानत हो गयी। सजायाफ्ता अपराधी बेखौफ होकर घूम रहे हैं। पुलिस मुख्यालय ने उन आंकड़ों पर गौर किया कि कितनी संख्या में सजायाफ्ता अपराधी छुट्टा घूम रहे हैं। इस स्थिति की समीक्षा के बाद पुलिस मुख्यालय ने स्पीडी ट्रायल की तर्ज पर स्पीडी अपील पर काम शुरू कर दिया है। जिला अधीक्षकों को पुलिस मुख्यालय के स्तर पर यह हिदायत दी गयी है कि वह अदालत को यह लिखित रूप से दें कि अपील को भी स्पीडी ट्रायल का रूप दे दिया जाये। सामान्य रूप से दो दिनों में अपील का निष्पादन किया जा सकता है। इससे सजायाफ्ता अपराधियों को जेल में पहुंचाने का रास्ता सहज हो जायेगा। डीजीपी अभयानंद ने इस बाबत पूछे जाने पर कहा कि कई जिलों में स्पीडी अपील की प्रक्रिया शुरू हो गयी है। सभी जगहों पर इसे अनिवार्य रूप से शुरू कराने की योजना है। उन्हें उम्मीद है कि अपराध पर कानून के माध्यम से अंकुश लगाने में यह एक कारगर शस्त्र साबित होगा। पुलिस मुख्यालय के स्तर से अभी स्पीडी ट्रायल की नियमित मानीटरिंग होती है। हर जिले के पुलिस अधीक्षक को अनिवार्य रूप से पुलिस मुख्यालय को यह रिपोर्ट भेजनी है कि एक माह में कितने अपराधियों को स्पीडी ट्रायल में सजा हुई। अब यह व्यवस्था की जा रही है कि कितने अपराधियों के खिलाफ स्पीडी अपील की प्रक्रिया पर काम आरंभ हुआ।
बुधवार को अभयानंद गया में
गया, जाप्र : सूबे के पुलिस महानिदेशक श्री अभ्यानंद बुधवार को गया आ रहे हैं। 'समाज के लिए, समाज के द्वारा' संचालित मगध सुपर-30 के द्वारा आयोजित शिक्षक दिवस के मौके पर शिक्षकों को सम्मानित किया जाना है। यहां यह बता दें कि श्री अभ्यानंद के मार्ग निर्देशन में नि:शुल्क शिक्षा, आवासन, व भोजन की व्यवस्था गुरुकुल परंपरा के तहत छात्र-छात्राओं को मुहैया करायी जाती है। स्वयं श्री अभ्यानंद बच्चों के साथ भौतिकी विषय के साथ-साथ आईआईटी/जेईई में प्रवेश परीक्षा में सफलता हासिल करने के लिए आडियो-वीडियो के माध्यम से प्रतिदिन संपर्क में रहते हैं।
पुलिस महानिदेशक का पदभार ग्रहण करने के बाद श्री अभ्यानंद का गया में पहली बार आगमन हो रहा है। वे सेंट्रल बिहार चैंबर आफ कामर्स द्वारा आयोजित कार्यक्रम में शामिल होंगे। गया धर्मसभा भवन में दोपहर 2 बजे चैंबर आफ कामर्स द्वारा कार्यक्रम का आयोजन किया गया है।

Patna, Sept. 5: Dissatisfied with the performance of a police officer investigating your case? You can change him now, you just have to say it.
The state police headquarters has given directions to all police officers of the districts, asking them to immediately act upon a complaint against an investigating officer or supervising officer by the complainant.
The official concerned has to be replaced without any time being wasted.
Now, if a complainant wants the investigating officer of his or her case to be changed, it will be done immediately. No questions asked nor would the decision have to go through the usual maze of bureaucratic formalities.
Director-general of police Abhayanand, in a talk with The Telegraph on the sidelines of the chief minister’s janata darbar, said the move would help in infusing some amount of confidence among the people towards the police.
It was Abhayanand’s first attendance at the janata darbar after taking charge as DGP on August 31.
“There are many people who, in many ways, are dissatisfied with the performance of the investigating officer for their respective cases and want their removal and replacement. Earlier, the removal of the investigating officer depended upon the discretion of the senior officers. The police are planning to change this system now. If a complainant wishes the investigating officer to be removed, the senior police officer has to act upon the request immediately and carry out the change. No questions should be asked and it should be done immediately,” Abhayanand said.
The state police chief acknowledged the force was suffering from a crisis in confidence and that the people were wary about approaching the men in uniform.
“It is a fact that people have lots of complaints against the police. This move will at least give them the confidence that the police are listening to them and are working towards solving their problems,” he said.
Under the plan, a senior police officer in the district, who could be the station house officer (SHO) of a police station or the superintendent of police himself, should not question the complainant and should immediately replace the investigating officer. “This will give the people hope and assurance,” Abhayanand said.
The state police chief himself took the lead at the darbar.
He asked Patna senior superintendent of police Alok Kumar to act in accordance with the policy in connection with a case under the Alamganj police station of Patna City after a woman came and said she was not at all satisfied with the performance of the officer investigating her case.
“It is not that the replaced investigating officer will be held accountable for the alleged failure and action will be initiated unless the allegations are very serious and needs an investigation. But a replacement will have its effects,” Abhayanand said.
Also, the DGP said, a senior police officer supervising or holding investigations into any case of importance should immediately disclose the results of the supervision to those concerned with the case.
“There are quite a few important cases in which a senior police officer goes for an investigation. Directions have been issued that after the investigations, the officer should announce to the people about the course of the investigations, in which way things are moving and which party could be guilty.
“By doing this, the people will not have to wait to know the outcome of the police investigations. The people will be kept in the loop and will know in which way the investigations are heading. With the police officer on the field interacting with the people and telling them about the outcome, the people can expect more transparency,” Abhayanand told The Telegraph.
Police sources said that in most of the cases, the complainants remain dissatisfied with the officer investigating their cases.
“At the janata darbars of the superintendent of police, many people complain that the investigating officer is not doing a good job and that there are no proper investigations, arrests etc. With they being replaced immediately upon the request, things will get more clear and lucid,” a police officer in the state capital said.
Some other officers were sceptical, saying the order could be misused also. “Sometimes false cases are filed by people with vested interests. If they find the investigating officer is about to call their bluff, they could lodge a complaint and get him replaced. The idea is novel, but our bosses should be alert to such misuse of the order,” said an officer.

Abhayanand DGP for composite move to tackle Naxal violence
PATNA: DGP Abhayanand on Friday said that a composite move by the police is needed to check Naxal violence in the state. He said that the problems related to Naxal terror is multi-dimensional and for this an effective strategy would be chalked out.
Talking to the TOI, the DGP said that the strategy to tackle the Naxal terror would gradually unfold with police operations and the police operations would be improvised accordingly. He said that the police have learnt from its experience while combating the ultras. Experiments were made to improvise theanti-Naxal operations, he said.
Replying to a query about steps required for checking trafficking of women and children on Indo-Nepal border, the DGP said that a small unit of the state police force has been deployed to check incidents of trafficking. He said that the police force have to be sensitized towards the issue of women and child trafficking and about the measures to check it. He said that the porous Indo-Nepal border poses compoundable problems.
Abhayanand said that in the past, the police had just to check crimes to maintain law and order. But now a new dimension of social crime and other types of crimes were compounding the crime control situation posing new challenges to the police, he said.
He said the forensic science laboratories (FSLs) in the state needs to be strengthened infrastructure-wise. He said that modernization of the FSLs is being done. Purchases of equipment were not made in time despite allotment of money at some point of time. Later, purchases were made and modernization process continued, he said, adding that proper scientific investigation of the viscera and other materials relating to crimes was imperative for quick disposal of criminal cases.
ADG, headquarters, Rajyabardhan Sharma, told TOI that by an order of the DGP on Thursday, the NGO (Not to Go to Office) cell, which was attached to the DGP confidential cell in 1991-92 for keeping the files relating to charges against the IPS officials and DSPs, has been wound up. Such files have been sent back to the home (police) department. He said that the confidential cell at the DGP office continues to function.

रात बारह बजे के बाद डीजीपी निकले थानों का हाल देखने

रात बारह बजे के बाद डीजीपी निकले थानों का हाल देखने पटना, जागरण ब्यूरो : डीजीपी अभयानंद ने अपनी नयी पारी के पहले ही दिन रात बारह बजे के बाद राजधानी के कई थानों को नाप दिया। कहा-थाने में अफसर दिखे। यह अच्छा लगा। पर डीएसपी और थानेदारों को उन्होंने यह हिदायत जरूर दी है कि आप अगर अपने काम के अंदाज को बदल लें तो ज्यादा बेहतर होगा। डीजीपी के थानों के निरीक्षण का कोई कार्यक्रम नहीं था। यह सिस्टम भी नहीं कि पदभार ग्रहण करने के बाद डीजीपी थानों के निरीक्षण को निकलेंगे। अभयानंद ने कहा-जिस समय वह एसपी हुआ करते थे उस समय थानों का निरीक्षण उनकी रूटीन में शामिल था। बीस वर्ष पहले की बात है। थानों की वही छवि जेहन में थी। इसलिए सोचा कि देर रात थानों का निरीक्षण किया जाये। किसी अधिकारी को बताये बिना वह अकेले थानों का निरीक्षण करने निकले। रात बारह बजे पटेल नगर स्थित अपने आवास से निकलकर सबसे पहले दानापुर थाना पहुंचे। इस क्रम में बेली रोड में पुलिस गश्त किस तरह से होती है यह भी उनकी निगाह में रहा। दानापुर थाने पहुंचे तो वहां मौजूद पुलिसकर्मियों को सहसा यकीन ही नहीं हुआ। थानेदार और डीएसपी दोनों आये। अभयानंद ने उन्हें समझाया-पुलिसिंग बेहतर तरीके से हो इसका ध्यान रखा जाये। दानापुर थाने से आगे बढ़े तो नये डीजीपी शाहपुर थाने पहुंचे। वहां भी उन्होंने थाने में मौजूद पुलिसकर्मियों को हिदायतें दी। शाहपुर के बाद वह मनेर थाना भी पहुंचे। डीजीपी ने बताया कि उनकी योजना आरा तक जाने की थी पर मनेर से वह लौट गये। डेढ़ घंटे से भी अधिक समय तक वह थानों का निरीक्षण करते रहे !

DGP Abhayanand on Thursday issued directive
PATNA: In a major decision, DGP Abhayanand on Thursday issued directive that all SPs would take permission from the IG, operations, for deploying the Special Auxiliary Police (SAP) for anti-naxal operations. ADG (law and order) would have overall operational control over SAP. With this, the DGP has taken away from the SPs concerned the direct control over SAP.

अब यह नहीं चलने वाला कि थाने को मिले सैप के जवानों का इस्तेमाल थाने की गाड़ियों को चलाने के लिए कर लिया जाये। यह भी नहीं कि छोटी-छोटी घटनाओं में थानेदार सैप के जवान को हांक देंगे। जिलों में तैनात पुलिस अधीक्षकों को भी सैप के जवानों का इस्तेमाल करने से पहले पुलिस मुख्यालय में इस बात को ले तय अधिकारियों से अनुमति लेनी होगी। पुलिस महानिदेशक के स्तर पर गुरुवार को इस आशय का एक आदेश जारी किया गया। एडीजी (पुलिस मुख्यालय) राज्यवर्द्धन शर्मा ने यह जानकारी दी।
सैप के जवानों का इस्तेमाल कहां किया जाये यह एडीजी (विधि- व्यवस्था) व आईजी आपरेशन को तय करना है। जिलों में उपलब्ध सैप के जवानों को कहीं मोर्चे पर तैनात किए जाने से पहले जिले के पुलिस अधीक्षकों को इस बारे में पुलिस मुख्यालय के इन दो आला पुलिस अधिकारियों से अनिवार्य रूप से अनुमति लेनी होगी। तय प्रावधानों के आधार पर सैप का इस्तेमाल नक्सल क्षेत्र में चलने वाले अभियान और संगठित अपराध उन्मूलन को ले चल रहे अभियान में किया जाना है।
पुलिस मुख्यालय यह भी समीक्षा कर रहा है कि सैप के जवानों को पुलिस से जोड़ने की प्रक्रिया किस गति में है।

Abhayanand to take over as Bihar DGP today
ADG (training) Abhayanand, the policeman who gave the Nitish Kumar government successful policing initiatives — like speedy trial and formation of Special Auxiliary Police from among retired Army officers — will take over as Bihar Director General of Police (DGP) on Wednesday.
A 1977 batch IPS officer and the physics teacher of the Super-30 fame, he will take over from Neelmani at a special ceremony here.
Compared to some of his immediate predecessors, Abhayanand is likely to have a longer stint as the state police chief since he will retire in December 2014. His father Jagdanand had also held the post of Bihar DGP and had retired in 1986.
In the past six years, over 60,000 accused have been convicted because of the speedy trial initiative that works on the principle of police stations ensuring presence of all witnesses in courts rather than just filing chargesheets.
Speaking to The Indian Express, Abhayanand said: “Taking over as DGP is a great honour but I am alive to the big task ahead. It will be too early to outline my priorities. I will try to understand economics of policing and find out good solutions to problems.”

"Mathematics is not a subject but a language. It is a vehicle that carries our thoughts," Abhyanand said while appreciating the efforts of PWC management to start this course.
Patna University's dean, students welfare, Dr P K Poddar said that it largely depended on teachers to make mathematics interesting for the learners. "Students should take utmost advantage of the course," he said.
PWC decided to start this course as demand for it was increasing year after year. The decision was taken in June 2011, and the university's academic council approved the move in July this year. A total of 50 seats have been sanctioned for BSc Mathematics Honours.
"A total of 32 students have already taken admission to the course and only 18 seats are vacant," said principal Sister Doris D'Souza.

Abhayanand : New DGP - Bihar
भारत में ऐसा शायद पहली बार हुआ है कि डैडी भी रहे डीजीपी और अब बेटे को भी मिल गयी है डीजीपी की कुर्सी। नवनियुक्त डीजीपी अभयानंद को यह गौरव हासिल हो गया है। उनके पिता जगदानंद 1986 में बिहार के डीजीपी थे।
डीजीपी नियुक्त किए जाने के एलान के तुरंत बाद अभयानंद सपत्नीक बेली रोड स्थित हनुमान मंदिर पहुंचे और वहां भगवान श्रीराम की चल रही आरती में हिस्सा लिया।
लंबे इंटरव्यू के मूड में नहीं थे अभयानंद और न ही इस औपचारिक सवाल के उत्तर देने की तैयारी में कि डीजीपी के रूप में प्राथमिकता क्या होगी? बस इतना कहा-'पुलिसमैन में मैन सही तरीके से स्थापित हो जाये तो काफी अच्छा लगेगा उन्हें। पुलिस अपनी विश्वसनीयता के लिए भी जानी जाती है। यह विश्वास और सुदृढ़ हो यह हमारी इच्छा है।'
लंबी अवधि तक अभयानंद (एडीजी) पुलिस मुख्यालय रह चुके हैं। उस वक्त जिस तरह से स्पीडी ट्रायल को स्पीड देकर उन्होंने ख्याति बटोरी वह बिहार के बाहर भी चर्चा का विषय रहा। हर माह जिला पुलिस अधीक्षकों को पुलिस मुख्यालय में यह सूचना देना अनिवार्य कराया गया कि स्पीडी ट्रायल के माध्यम से कितने अपराधियों को सजा दिलायी गयी। अभयानंद का यह प्रयोग भी खूब चर्चा में रहा कि उन्होंने सूबे के सभी कनीय पुलिस अधिकारियों का एक डाटा बैंक बनवाया। इसे नियमित रूप से अपडेट किए जाने की व्यवस्था है। इसके माध्यम से यह होता है कि अगर किसी पुलिस अधिकारी का कहीं तबादला हो जाता है तो इस डाटा बैंक पर जाकर उसे आसानी से खोजा जा सकता है। यह गवाही के लिहाज से जरूरी है।
अभयानंद की ख्याति सुपर थर्टी की वजह से देश क्या विदेशों में हुई। वे बताते हैं-'एक समय उनकी पोस्टिंग उस पद पर हो गयी जहां काम कम था। खाली समय में वे अपने बेटे को खुद पढ़ाने लगे। वह आईआईटी कर गया। इसके बाद मन में यह ख्याल आया कि जब अपने बच्चे को मैं पढ़ा सकता हूं तो फिर दूसरे बच्चों को क्यूं नहीं? बस यहीं से सुपर थर्टी का कांसेप्ट शुरू हो गया। ध्यान समाज के उन बच्चों पर गया जो हाशिए पर हैं लेकिन उनमें मेरिट है। बात आगे बढ़ी और कई बैच आईआईटी में पहुंच गये।'
एक बार वे अपनी पत्नी, जो डाक्टर हैं के साथ आईआईटी दिल्ली के परिसर में थे। गेट पर हमारे आने की खबर हुई कि नहीं कि बड़ी संख्या में बच्चे आ गये और पैर छूने लगे। मन को भावुक कर देने वाला क्षण था वह। आज भी वे अल्पसंख्यक समाज के बच्चों को आईआईटी प्रवेश परीक्षा की तैयारी को ले पढ़ा रहे हैं। पिछले कुछ वर्षो से इसका अच्छा परिणाम भी मिल रहा है। कहते हैं-'मन पढ़ाने में खूब लगता है।'
एक पुत्र व एक पुत्री के पिता अभयानंद दो भाई हैं। एक भाई रेलवे के वरिष्ठ अधिकारी हैं। चार बहनें हैं। आईपीएस पिता से जुड़ी स्मृतियों के संबंध में वे कहते हैं-''पापा हमसे पुलिस के बारे में बात कम करते थे। जब ट्रेनिंग पोस्टिंग के लिए रांची जा रहा था तब उन्होंने जरूर कहा था-वर्दी का काफी महत्व है।''

IIT aspirants given success tips
PATNA: ADG Abhayanand on Saturday asked the IIT aspirants to assess their potential and gather confidence to compete at the IIT entrance test.
Addressing the students at the Arcade Business College here, he cautioned the students not to make the IIT entrance test a rat race as it puts pressure on the parents. Abhayanand said that the students should chose the subjects of study as per their capacity and interest.

20 OIL-groomed students shine
GUWAHATI, June 10 – Twenty out of 26 students who were selected under Oil India Limited (OIL)’s landmark initiative ‘Utkarsh Superb 30’ to provide them professional coaching for engineering entrance examinations, have qualified for admission into premier institutions like IIT, NIT, Indian Institute of Space and Scientific Technology, AssamEngineering College, Jorhat Engineering College, NERIST, etc.
The OIL launched this initiative in Guwahati in July last year to provide this coaching to a group of around 30 students coming from economically challenged families of the region. The initiative was launched by Chief Minister Tarun Gogoi in the presence of NM Borah, Chairman & Managing Director, OIL, other Directors of OIL and Abhayanand, Additional DGP, Bihar, and co-founder of Super 30, Patna.
The entire responsibility for managing the coaching centre was entrusted to an NGO – Centre for Social Responsibility & Leadership – under the academic guidance of Abhayanand. The total expenditure related to the centre, including boarding and lodging of the students, was borne by OIL under its Corporate Social Responsibility.
In a span of less than 10 months, the centre has produced the desired results. Iron will made them defy hurdles put up by fate
NEW DELHI: Living in a dingy one-room flat in Kotla Mubarakpur, 18-year-old Shivangi only dreamt about making ends meet with her mother's meagre income. After her father, who sold vegetables in Kidwai Nagar, passed away last year it became even more challenging for Shivangi to focus on studies. On Wednesday, her life completely changed. Much to the delight of her mother, Shivangi had cracked the IIT JEE under the reserved category.
"I owe everything to my mother and her efforts. She has always supported me and encouraged me to study further," said Shivangi while Sheela Devi planned to cook her daughter's favourite matar-paneer to celebrate her success. After scoring 90% in CBSE class XII exams last year, Shivangi decided to drop a year and prepare for engineering entrance exams. She was then selected by a PSU, Indraprastha Gas Limited, that sponsored her IIT coaching in collaboration with the co-founder of Super-30 Patna, Abhyanand. Shivangi ranked 600 in her category.

PATNA: Patna students have come out with flying colours in the IITJEE results which were declared on Wednesday.
Kumar Shivam, son of former Congress ministerVijay Shankar Dubey, secured all-India rank (AIR) 1062. "Hard work pays," said the 19-year-old, who has also cleared ISRO and BITS-Pilani exams sans coaching. Shivam will try his luck at the Union civil services exam after passing out of IIT.
Mohd Kamran Ashraf, whose father is a watch mechanic and also runs a stall near the Patna railway station, has fetched AIR 704 in OBC category in his first attempt. He also cleared the national round of physics Olympiad last year. "I want to become a scientist," Ashraf said. Aquib Jawed, son of an Araria lawyer, has secured AIR 660 in OBC category. Sadab Naseem, son of a bookbinder, has ranked 797 in OBC category.
They and several others from underprivileged sections were coached free of cost at six centres under the guidance of physics teacher and IPS officer Abhayanand. The officer, who was earlier associated with Anand Kumar's famous Super-30, played an "academic mentor" for the aspirants at these centres, including 'GAIL-Utkarsh Superb 60' at Kanpur, 'Utkarsh Superb 30' at Guwahati, 'Utkarsh Superb 30' at Delhi, 'Magadh Super 30' at Gaya and 'Triveni Super 30' and 'Rahmani Super 30' at Patna.
"The numbers in the names do not denote the number of the students we coached," Abhayanand told newsmen and said 34 of his 91 students have made it to IITs this year.

अभ्यानंद की टीम ने लहराया परचम पटना, हमारे प्रतिनिधि: इण्डियन इंस्टीट्यूट आफ टेक्नोलाजी आइआइटी) की परीक्षा में एक बार फिर सुपर थर्टी (अभ्यानंद) ने बाजी मारी। अभ्यानंद द्वारा देश भर में चलाये जा रहे कुल छह सुपर थर्टी में से 91 छात्र आइआइटी की परीक्षा में शामिल हुए, जिसमें से 34 ने सफलता हासिल की। इनमें से दिल्ली सुपर थर्टी से 12, कानपुर सुपर थर्टी से 8, गोहाटी सुपर थर्टी से 1, रहमानी सुपर थर्टी से 3, त्रिवेणी सुपर थर्टी से 8 एवं मगध सुपर थर्टी से 2 छात्र सफलता प्राप्त की। सभी छात्र आर्थिक रूप से पिछड़े समाज के हैं। इस अवसर पर सभी छात्रों को मार्गदर्शन करने वाले गुरु अभ्यानंद ने कहा कि समाजिक दायित्व के तहत इन बच्चों का मार्गदर्शन किया गया है। समाज का यह ईमानदार पहल है। अभ्यानंद ने कहा कि बच्चों में प्रतिभा की कमी नहीं है बल्कि जरूरत है उन्हें सही दिशा में मार्गदर्शन करने की। पिछले साल से सुपर थर्टी का बेहतर रिजल्ट हुआ है। आगे से इसमें और सुधार होगा। पिछले चार साल से सुपर थर्टी का तेजी विस्तार हो रहा है और इसके साथ ही रिजल्ट में सुधार होता जा रहा है। सुपर थर्टी के माध्यम से उन बच्चों का सामने लाने का प्रयास किया जा रहा है, जो अब तक कोचिंग से वंचित है। उन्होंने कहा कि पढ़ाना मेरा शौक है, जीविका का साधन नहीं !

Abhayanand invited to set Model Papers
Online common entrance to check aptitude, general awareness and comprehensive written skills
The Bihar School Examination Board on Monday started its two-day workshop for preparing model papers for classes XI and XII.
More than 40 teachers from across the state, including three officials from the Central Board of Secondary Education (CBSE) were present at the workshop.
The workshop has been designed for making students acquainted with the examination pattern of next year’s Class XII board examination.
Bihar School Examination Board Chairman A.K.P. Yadav said: “The workshop has been organised for preparing model papers for the Class XII examination.” The participants at the workshop, mostly experts in mathematics, physics and chemistry, have been asked to frame questions while taking into consideration IIT and other engineering examinations.
The Bihar School Examination Board decision to this effect has been taken after the Union ministry of human resources development recently prepared a draft recommendation suggesting a common entrance examination for Indian Institute of Technology (IIT) and other engineering colleges.
Based on common entrance examination which will consist of a National Aptitude Test and marks scored in the Class XII examination, students would be given admission at IIT and other engineering colleges.
The workshop would continue on Tuesday too after which the model papers would be made available to students by the end of September.
The model paper would cover all aspects of IIT and other engineering colleges entrance examinations.
The board had invited Abhayanand of Super 30 coaching institutes which had created a niche in IIT entrance examination and CBSE professors and teachers from New Delhi for setting the model papers.
The Union HRD draft recommendations has suggested a single National Aptitude Test.
The test, which would be conducted online, would comprise questions on aptitude, raw intelligence, common awareness and comprehensive written skills.
In the entrance process to IIT and engineering colleges, one-third (33 per cent) of marks would be taken from National Aptitude Test, while two-thirds (66 per cent) marks scored in Class XII would be given weightage.

GAIL supports low-income family students to enter IITs

Shri B C Tripathi, Chairman and Managing Director, GAIL (India) Limited felicitated 14 students belonging to the lower income strata on their selection for B Tech programme in IIT- JEE, NIT and UPTU under a pilot CSR programme taken up by GAIL.
Under the programme titled ‘Utkarsh Superb 30’, GAIL provided free residential coaching to the students by Shri Abhay Anand, ADG of Bihar Police and the founder of Super 30. Present on the occasion at this ceremony yesterday in GAIL Corporate Office, were Shri R K Goel, Director (Finance), Shri R D Goyal, Director (Projects), Shri S L Raina, Director (HR) and Shri Prabhat Singh, Director (Marketing ) along with other senior Officials of GAIL and CSRL.
The first batch of 23 students from Uttar Pradesh were selected through a written test held at Kanpur, Etawah and Pata in and around GAIL major work centres, in collaboration with the Centre for Social Responsibility and Leadership (CSRL), a non Government Organization in the supervision of a panel of experts headed by Shri Abhyanand, the founder of Utkarsh Superb 30.
The economic criteria of poverty has been taken for children whose family income is not more than Rs.75,000/- per annum. The coaching programme for IIT/NIT exams was started by GAIL with Centre for Social Responsibility and Leadership (CSRL), as a pilot programme at a total cost of Rs. 32 lacs in the year 2009-10. This year the intake for this programme has increased to 60 students.
Speaking on the occasion Shri B C Tripathi, Chairman and Managing Director, GAIL said “I am quite elated with a great sense of satisfaction for these boys and girls who have made it possible to qualify to such prestigious institutions of the country with their diligent and hard work, under the superb guidance and mentoring of Shri Abhay Anandji”. He further said that “GAIL will also extend support to these students during their engineering course, by grant of a monthly scholarship.”
Shri S L Raina, Director (HR) said that “such endeavour of the company may not accrue much in the Company’s balance sheet but the achievements of these children will certainly add up in the company’s social balance sheet.” Congratulating the selected students Shri Raina mentioned that these students will always have a special place in GAIL’s context.
Certificate of merit and symbolic token of appreciation was given to all the successful students during the occasion.
